CONDITIONS OF

Data Processing

• 1. Purpose of Data Processing

The SNCPV mobile application is a tool designed to register, manage, and consult events related to coexistence in the country by coexistence managers and other authorized individuals. The app allows the creation, editing, deletion, and reading of events, as well as the addition of situations (personal logs associated with an event), including text, images, audio, and videos, along with the GPS location of the place where they are recorded.

Personal data are used for the following purposes:

  • Authentication and access management (e.g., credentials, session control, profiles, and roles).
  • Registration and operational management of events and situations (creation, editing, deletion, consultation).
  • Georeferencing of events and situations through GPS coordinates for statistical purposes, traceability, verification, and territorial analysis.
  • Storage and processing of user-provided content (text, images, audio, videos) associated with events and situations.
  • Information security and fraud prevention, including audits, technical logs, and usage control.
  • Continuous service improvement, usage analytics, incident resolution, and support.
  • Compliance with legal obligations and response to requests from competent authorities.

• 2. Personal Data We Collect

Depending on the use of the app and the user’s role, SNCPV may process the following categories of data:gorías de datos:

Identification and contact: name, type and number of document, email, phone number (if applicable), entity/role.

Credentials and access profile: username, password hash (we never store passwords in plain text), roles, and permissions.

Event and situation log data: titles, descriptions, tags or categories, multimedia content (images, audio, videos), and associated metadata (e.g., date, time, file size).

Location: precise GPS coordinates and timestamp of the place where an entry (event or situation) was created.

Technical and usage data: device identifiers, operating system, IP address, activity logs, error codes, regional settings, app version.

Derived and statistical data: aggregated or anonymized information for service analysis and improvement.

Important Notes on Content:

Situations are personal logs linked to an event (e.g., “March for Peace”), where individuals may record what occurred (including incidents or disturbances).

When uploading images, audio, or videos, data from third parties may be captured (faces, license plates, voices, opinions). Users agree to comply with applicable laws and to avoid disclosing sensitive information when it is not necessary for the purposes of the system.

• 3. Legal Basis for Processing

The processing is based on:

  • Prior, informed, and express consent of the data subject, when required.
  • Fulfillment of the mission-related functions of the entity responsible for SNCPV and public interest purposes related to coexistence.
  • Execution of contractual or pre-contractual relations with users and technology providers.
  • Compliance with legal obligations and orders from competent authorities.
  • Legitimate interest in ensuring the security of the platform, preventing fraud, and improving the service, while respecting the rights of data subjects.

• 4. Information Security

We have implemented reasonable technical, administrative, and organizational measures to protect data against unauthorized access, loss, alteration, or disclosure, including:

  • Encryption in transit (TLS) and at rest when applicable.
  • Role-based access control and the principle of least privilege.
  • Audit logging and monitoring of relevant security events.
  • Backup procedures and service continuity.
  • Users are also responsible for maintaining the confidentiality of their credentials and for the secure use of their devices.

• 5. Device Permissions

To fulfill the purposes described, the app may request the following permissions:

Location (GPS): to capture coordinates when creating events and situations. It may be required “while using the app.” If disabled, some functions will not be available.

Camera: to take photos and videos associated with events/situations.

Microphone: to record audio associated with situations

Storage/Photos and media: to select files from the device and store temporary copies.

Notifications (optional): for operational alerts (reminders, statuses, responses).

Biometrics (optional): to facilitate login on compatible devices.

The app will request permissions at the time of use, and you can manage them from the device settings.

• 6. Data Sharing and Transfers

We do not sell, rent, or exchange your personal data with third parties for commercial purposes. We may share data with:

  • Competent authorities, when there is a legal obligation or valid requirement.
  • Technology providers (data processors), for operation, hosting, storage, messaging, or analytics, under confidentiality agreements and processing arrangements.
  • Public entities linked to coexistence policies, only within the stated purposes and with access controls.

If international transfers are carried out (e.g., cloud services), contractual and technical safeguards will be applied in accordance with Colombian regulations.

Visibility within the platform: Information on events and situations may be visible to other authorized users according to their role and territorial scope. It is not made public outside the platform except under legal obligation or policies expressly approved by the responsible entity.

• 7. Data Subject Rights

As the data subject, you have the right to:

    • Access, update, and rectify your information.

    • Request proof of the consent granted, when applicable.

    • Be informed about the use of your data.

    • Revoke your consent and/or request the deletion of your data when there is no legal or contractual obligation preventing it.

    • File complaints before the Superintendencia de Industria y Comercio (Superintendence of Industry and Commerce) for alleged violations of data protection regulations.

• 8. Data Retention

We retain data only for the time necessary to fulfill the purposes described and in accordance with:

  • Archiving and conservation policies of the responsible entity.
  • Applicable legal timeframes (e.g., for evidentiary purposes, audits, or compliance with authorities).
  • When information is anonymized or aggregated, it may be retained for statistical and historical purposes without identifying individuals.
  • Content stored locally on the device (if any) is managed temporarily and minimally for the operation of the app.

• 9.User Responsibilities Regarding Content

Users agree to:

  • Not publish illegal content or content that infringes on the rights of third parties (image, voice, reputation, sensitive data), except under legal protection.
  • Anonymize or hide third-party data when it is not necessary for the stated purpose.
  • Ensure they have the appropriate authorizations when required by law.

The responsible entity may moderate or restrict content that violates these rules or the law.

• 10. Changes to this Policy

We may update this Privacy Policy at any time. Relevant changes will be notified through the app and/or official channels. Continued use of the app implies acceptance of such modifications.

• 11. Jurisdiction and Applicable Law

This policy is governed by the laws of the Republic of Colombia and, in particular, by the current regulations on personal data protection. Any disputes will be resolved in accordance with Colombian legal provisions.
